The GTC acts to formulate and enable the requirements for building trust between individual persons and legal entities in their interaction spanning the non-digital and digital worlds. The fundamental building-block is the notion that no actor or technology can claim "trust" in an absolute sense. Trust is subjective and represents a state of affairs that can only be experienced. With regard to a specific transaction, trust is a real-world "handshake" that needs to be mirrored in the digital world. As transactions are diverse, trust needs to be re-established in the context of each new situation.
A fundamental principle of the GTC mission, as formulated in the Global Trust Center Policy on Enabling Trust in the Digital World, is the requirement of legal equality between parties participating in a transaction. Whereas the digital world offers the means to reduce traditional influences that bias trust-building mechanisms and to multiply and speed global exchanges, the recognition of the rights and the diversity of the individual user in the digital world must be on par with that of the non-digital world.
The aim of the Global Trust Center Policy is to define the environment for ownership/attribution of responsibility, etc., to be upheld and reflected in the digital world in each specific transaction. The GTC agenda further embraces the development of the approaches and the methodologies that are able to operate at various levels in the transaction infrastructure worldwide, so as to enable the adoption of trust-enhancing mechanisms in digital and non-digital space alike.

The Global Trust Center serves as an Advocate of the integrity of the individual end-user in the digital world. It presents a framework that lays the basis for determining identity - including through solutions offering legally-valid traceability. The GTC serves as an enabler in bringing the legal status of the end-user (private individual) in the digital context on par with the status enjoyed in the non-digital world.
